Patriot Act: Pros, Cons and Effects. Since its passage early in the Bush presidency, there have been questions about the contents of the Patriot Act and how it affects the country's citizens and legal system. The League of Women Voters will hold a Conference on the topic, "The Patriot Act: Pros, Cons, and Effects."

Kevin E. Mohr, a Constitutional Law professor at the College of Law at Western State University will discuss the Act. Awarded his law degree at Yale Law School, he has been teaching at Western for thirteen years and is also an attorney in private practice. Mr. Mohr is Special Advisor to the State Bar's Committee on Professional Responsibility and Conduct and Consultant to the State Bar of California's Special Commission for the Revision of the CA Rules of Professional Conduct. He has written in the CAL. BAR J. and other legal publications and made many presentations in California and at the ABA.

The meeting is open to League members and the general public. Free admission. Refreshments will be served.

Norma Cobb, California Senator Joe Dunn's District Director, will provide an update on the California legislature's quest for the energy cure.

Senator Dunn chairs the Senate Committee investigating the 2000-01 crisis that led to blackouts and spiraling prices and recently called for a perjury probe of San Diego based Sempra Energy Trading who, according to Dunn, used Enron-like schemes to drive up electricity prices and then denied these practices to a Senate committee. Dunn says that dozens of other companies could also face charges.

Great Decisions. Great Decisions is a discussion group that meets the second Tuesday of each month 1:30 to 3:30pm, at the Orange County Library in Fountain Valley, 17635 Los Alamos, 714-962-1324. The next topic for discussion on 04/12/05 is "Sudan and the war in Darfur". Every discussion is about some aspect of U.S. foreign policy. The Great Decisions Discussion Program is the oldest and largest grassroots world affairs educational program of its kind and is sponsored by the Foreign Policy Association, publisher of the annual resource book Great Decisions. The Foreign Policy Association is an independent nonprofit organization dedicated to inspiring the American people to learn more about the world. Through the national Great Decisions program, it specializes in providing background information, news and context for anyone seeking to understand global issues. The Great Decisions resource books are published at the beginning of each year.

Each year thousands of individuals intent on informing themselves on crucial issues of the time participate in Great Decisions discussion groups. The League of Women Voters of Orange Coast sponsors two groups, one meeting at the Fountain Valley Library for the Seal Beach and Huntington Beach areas, and one in Laguna Beach. The "Great Decisions" booklet contains the topics for discussion and gives resources to do further research. Each discussion is led by someone who has volunteered to do further research on a topic from the booklet

Orange Coast Annual Meeting. The League's annual meeting is an opportunity to set course for the following year with Directions to the Board and to learn more about the activities of the League. You will meet the people who make it run and other members with active interest in government and public policy. Come, participate, make a difference. Our speaker this year will be Donald Pirch. Mr. Pirch, has over 30 years of experience in design of HVAC systems for universities, schools, central plants, commercial kitchens, offices, industrial facilities, hospitals, and medical laboratories. He is Director of Engineering at CTG Energetics, a leading edge designer of "Green" buildings, sustainable building designs, and applications of alternative energy systems.

COME TO ORANGE COUNTY in May for the LWVC Convention 2005! Our theme is "It's a New World!"

CALIFORNIA'S NEW SECRETARY OF STATE, BRUCE MCPHERSON, WILL BE THE KEYNOTE SPEAKER AT THE SATURDAY EVENING BANQUET ON MAY 21 DURING THE CONVENTION.

OTHER HIGH POWERED SPEAKERS WILL INCLUDE CALIFORNIA COMMMON CAUSE EXECUTIVE DIRECTOR KATHAY FENG AT THE FRIDAY LUNCHEON AND STATE SENATOR SHEILA KUEHL, SPONSOR OF THE SB840 HEALTH CARE BILL AT THE SATURDAY PLENARY SESSION.

While the LWV mission remains "the informed and active participation of citizens in government," there are new aspects of government to learn about as we work to achieve this mission. Our vision of the New World is: _ Changing demographics with new ethnic and cultural diversity _ Changing political issues and governmental policies _ Emerging new technologies _ New ways to get the facts and learn from the experts _ New ways to practice and perpetuate democracy--the Web.

We will incorporate the theme, It's a New World, throughout the convention--music, decorations, speakers, and marketing. All five Leagues in Orange County--the ILO, North Orange County, Central Orange County Area, Orange Coast, Capistrano Bay Area--are ready to share their enthusiasm and excitement with all attendees. Orange County is the second most populous county in California, but in square miles is ninth smallest of the 58 California counties.

And there is more to Orange County than Disneyland. Orange County has world class beaches, educational institutions and shopping, such as Laguna Beach, University of California at Irvine, and South Coast Plaza. We will arrange tours to these sites, as well as to Bowers Museum, which is affiliated with the Smithsonian. Of course, Disneyland attractions are just next door, easily accessible on the area 'shuttle' for dining and amusement. Just let us know of your interests.

Our demographics range from the largest Vietnamese population outside of Vietnam, an historic Mexican population (Santa Ana), a contingent of American Indians in the San Juan Capistrano Mission area, to "Anglos" of all kinds. Our November ballot was printed in five languages.

University of California, Irvine (UCI) is famous for its high tech research--its faculty includes Nobel Prize Laureates, such as F. Sherwood Rowland, for Atmospheric Chemistry/ozone layer. Examples of other high tech applications can be found at UCI Medical School--Brain Imaging Center (research in mental disorders and dementia) and Beckman Laser Institute (research in the application of Laser technology to treat scars from burns and other traumas). Also located at UCI are branches of the U.C. Institute of Transportation Studies, and the California Public Policy Institute.

California State University, Fullerton, produces actors, song and dance stars, and baseball champions, as well as teachers, computer programmers, engineers, chemists, economists, nurses and pre-med graduates. Chapman University, in Orange, is famous for its Economic Forecasts. And--the first Community College in California is in Fullerton!

With all of this indigenous talent to draw upon, your Convention Planning Committee and the LWVC Board have assembled speakers and entertainment commensurate with a grand and glorious League event. It's a New World!

Open to the public, the event will be moderated by attorney and journalist Greg Ricks. The moderator will pose questions on pre-selected topics ranging from the local economy to homeland security. LWV Orange Coast Annual Meeting. Our speaker will be Larry McKenney, the Manager, Watershed and Coastal Resources Division. He will be speaking on the topic: "California Coastal Waters: Keeping Our Waters Clean."

Mr. McKenny is the Manager of the Watershed and Coastal Resources Division of the County of Orange. He is responsible for the County's implementation of water quality programs, including compliance with the Clean Water Act and the management and protection of Orange County's beaches and streams. He has a degree in history from the U. S. Naval Academy and a law degree from the U. of Texas.

The forum's panel will include the Orange County Registrar of Voters Director of Communications and Community Relations, Brett Rowley, who will discuss the accuracy, reliability, and verifiability of the OC electronic voting machines and related issues throughout the country.

Dr. Sandra Sutphen, from the Political Science Dept. of Cal State Fullerton has also agreed to be part of the panel discussion.
